The Cambria County Sewage Enforcement Agency (CCSEA) has been operating since February 1999 in an office provided by the Cambria County Commissioners. The Agency at present consists of 34-townships/boroughs, with a member of each municipality serving as their representative with a voice and vote in all decisions.

The establishment of a single Agency to administer Act 537 on behalf of the participating municipalities clearly has numerous advantages.  A specialized office handles all aspects of determining suitability for an on-lot sewage system, to include: soils testing, subdivision review/sewage planning and design review/permitting to provide for adequate sewage disposal for future residential and business needs.  The office also handles complaints and strives towards the elimination of malfunctioning systems. Decisions are made by a professional staff, which assure impartial treatment, thus allowing for municipal secretaries and other administrative staff to focus and concentrate on their regular duties and more traditional tasks.

The Agency employs 2-SEO's, 1-Perc-Tech, and 1-Administrative Assistant to perform the correspondence and accounting responsibilities of the office.  The staff has an established working relationship with the Department of Environmental Protection.  With grants received, application fees collected and our annual reimbursement from the Department of Environmental Protection (DEP), we are fully self-supporting.

The comments from our State Representatives and DEP Officials have been overwhelmingly positive, proving that  Cambria  and  Somerset County  municipalities are innovative and can work together.
