If your property was created prior to May 15, 1972; CCSEA will forward you an application package. |
|
|
If your property was created between May 15, 1972 and June 10, 1989; CCSEA will forward you an application package. Reconstructive planning will be required. |
|
|
If your property was created post June 10, 1989 and did not receive prior sewage planning approval or a new subdivision is proposed; CCSEA will forward you a subdivision package. |
|
|
CCSEA will ultimately need your Application or Notice of Intent Form (subdivision), a copy of your deed, a map (i.e. – tax, survey) and applicable fees returned to the CCSEA. |

What are the steps for permitting? |

| Answer: |
1. Applicant submits Application or Subdivision Notice of Intent Form. |
|
|
2. SEO (Sewage Enforcement Officer) performs Initial Site Investigation to determine general site suitability. |
|
|
3. SEO performs Soil Probes Evaluation. Applicant must have back-hoe on site. The soil probes will be evaluated for a “Limiting Zone”, a characteristic that impacts the downward flow of sewage effluent. |

|
4. SEO or Perc Technician performs Perc Test. If a suitable area, based on soil probes evaluations is identified; perc holes are to be pre-dug and pre-soaked by applicant prior to test. One hundred gallons of clean water per perc site must be on site for testing.
Note: All approved test sites must be protected from any/all disturbance prior to system installation. |

5. SEO prepares Test Results. Test results will be forwarded to applicant for design and/or planning module preparation. |
|
|
6.SEO reviews Planning Module (for subdivision approvals). Sewage Planning requires Sewage Enforcement Officer, Township and Department of Environmental Protection approvals. |

|
7.SEO reviews Design Submission for Permit Issuance. A sewage permit must be secured prior to commencement of any construction. The permit is valid for 3-years during which time construction of the system must be initiated. |

8. SEO performs Final Inspection. No part of the sewage system may be covered untill inspection and approved by the SEO. |

Does my property qualify for a 10-Acre Exemption? |

Answer: |
If you were the owner of a 10-acre or larger parcel (or direct relative) prior to January 10, 1987 and your township does not have an ordinance prohibiting 10-Acre Exemptions, you may qualify. Call CCSEA for details. |

Can my property be served by a holding tank? |
|
|
|
|
Answer: |
Generally, holding tanks can be used for commercial use and/or for temporary residential use (2-years or less) when public sewage is under construction contract. |

| Question: |
Do we/I have to install a “sandmound”? |
|
Answer: |
Soils testing will ultimately determine system type. Cambria County soils typically dictate an elevated sandmound due to poor to marginal soils. However, new technology has provided a variety of alternate and experimental systems for consideration. |
