Sewage Complaint and Enforcement Policy

The Cambria County Sewage Enforcement Agency administers the Pennsylvania Sewage Facilities Act on behalf of its member Municipalities. Our role is to help ensure the health and safety of the public as it relates to on-lot sewage disposal systems.

This policy has been established to assure that all parties will receive fair and impartial treatment. When the Agency and/or Municipality receive a complaint, a complaint form (attached) should be properly completed. The complainant should provide their name. Said name will remain confidential unless otherwise court-ordered. The Agency will timely perform the appropriate investigation.

In the event, an anonymous complaint is received; the Municipality must first review/inspect the complaint to determine the validity of the complaint. With the Municipality authorization, the Agency will timely perform the appropriate investigation.

Complaint investigations will be performed in the following manner:

  • A site investigation, dye-testing, water-sampling and/or property research will be coducted.
  • A formal written notice of violation with direction for compliance will be issued by certified mail. Carbon copies will be forwarded to the Municipality and DEP.
  • Upon receipt of violation notice, party must submit written intent to Agency within 15-days to confirm process to provide for an appropriate permitted sewage disposal system.
  • All required sewage system repairs / replacements are to be completed in a timely manner or legal action will be taken.
